Council of Governors want Ksh 528 billion allocated to counties

Governors are questioning the independence of the Commission on Revenue Allocation, accusing it of aligning with the National Treasury after both recommended Ksh 440.8 billion in shareable revenue for counties in the 2027/28 financial year.

The Council of Governors want the allocation increased by at least Ksh 100 billion from the current Ksh 428 billion, citing higher wage bills, health worker agreements and Ksh 65.97 billion in costs for functions transferred to counties without corresponding funding.

The dispute threatens to deepen tensions over devolution financing, with the governors accusing the commission of ignoring their proposals while the Commission on Revenue Allocation argues that revenue projections often fall short of targets.

What the Council of Governors wants factored in the allocation;

  • Salaries for the Universal Coverage Staff that have been absorbed by the counties and issued with permanent and pensionable letters at a cost of about Ksh 8.6 billion anually.
  • An additional Ksh 2 billion to take care of Collective Bargaining Agreements for health workers to avert strikes.
  • They want Ksh 21 billion added to the shareable revenue to take care of an increase in salaries by the Salaries and Remuneration Commission (SRC) for county staff.
