Stop the silo mentality culture, Mudavadi tells state officers

The public sector workforce has been urged to embrace collaboration and teamwork and end the culture of silo mentality.

Prime Cabinet Secretary Musalia Mudavadi has said the Whole-of-Government-Approach in Ministries, Departments and Agencies (MDAs) can only be achieved by working together to tackle arising challenges across various sectors.

“We need to agree and build a culture of problem solving. This can only be realized when we pull together. We need to have harmonious working relationships across all the departments and agencies of government,” said Mudavadi.

He was speaking when he hosted chairpersons and vice chairpersons of the five sectors of the national development implementation committee (NDIC) in Nairobi.

They comprise Principal Secretaries drawn from various State Departments across all Ministries.
“As senior ranks of the executive you need to identify key priority projects, programmes and policies and align them to the Bottom-Up Economic Transformation Agenda (BETA),” he directed.

Mudavadi reiterated Government’s commitment to service delivery saying no one will be allowed to derail that progress.

“We have to pull everybody on board and help each other to navigate towards a common goal and eliminate bottlenecks that hinder efficient and effective service delivery to Kenyans,” he said.

Mudavadi said the promises made to Kenyans must be fulfilled as the goodwill from Kenyans is limited, and there will be no room for excuses if the Kenya Kwanza government does not deliver on its promises

“We are at the service of Kenyans and all we need to do is support the government development projects, programmes and policies throughout the delivery cycle,” said Mudavadi.

He said principal secretaries should cascade downwards governments’ plan and ensure its implementation at all levels to achieve BETA targets.

The meeting came against the backdrop of President William Ruto reading a riot act to senior Government officials, saying they must be up to the task.

Mudavadi said the focus is on unlocking the huge potential that lies in the public sector emphasizing that consultations and partnerships across board will be key.

“The government remains resolute in its commitment to ensure performance and delivery, as these are the very pillars on which our existence rests – to serve the citizens and uphold the national interest.

The government aims to streamline our development initiatives and ensure a seamless implementation of vital projects that will positively impact the lives of every citizen.” he said.

The office of the Prime Cabinet Secretary has consultatively developed guidelines on the framework for Coordination and Supervision of Government Business across ministries, state-departments and agencies

The guidelines clarify the structures of operation and roles of members in coordinating Government business under the umbrella of the NDIC and the five sectoral working groups.

They include finance and production economy, Infrastructure, Land and Natural Resources, Social Sectors and Governance and Public Administration Sub-Committees.

The sectoral working groups were established during the retreat for cabinet secretaries and senior ranks of the executive, that was held in Nanyuki early this year.

The NDIC is mandated to supervise implementation of National Government Development Projects, Programmes and Policies across board with key support from the Government Delivery Services department domiciled in the Office of the Prime Cabinet Secretary.

“With the dedication of our public servants, the intra-governmental collaboration between various Ministries, and the visionary guidance of His Excellency the President, we will overcome challenges, achieve milestones, and pave the way towards a prosperous and inclusive future for all.” said Mudavadi.
