The Kenya School of Government (KSG) and Huawei Kenya have agreed to pursue a strategic partnership to accelerate Kenya’s public sector digital transformation, following a high-level engagement convened on 8 January 2026 at the KSG Lower Kabete Campus.
The proposed collaboration will focus on strengthening executive-level digital capacity across government through advanced skills development in artificial intelligence, cybersecurity, cloud computing, and digital governance, thus positioning KSG as a national center of excellence for public sector digital leadership and building a future-ready public workforce, thus enhancing public service delivery and institutional performance.
Both parties explored opportunities for a strategic Memorandum of Understanding (MoU) to support executive-level digital capacity building aligned with Kenya’s Vision 2030 and the National Digital Masterplan 2022–2032.
KSG’s mandate, established under the Kenya School of Government Act, 2012, empowers the institution to build the capacity of Kenya’s public service through leadership development, policy advisory, research, and consultancy.
As a flagship Vision 2030 institution, KSG plays a central role in shaping ethical, competent, and performance-driven leadership across all tiers of government, state corporations, and constitutional commissions.
The context for this collaboration is underscored by recent national ICT milestones:
- In March 2025, Kenya officially launched the National AI Strategy 2025–2030, positioning the country as a regional leader in AI innovation, governance, and adoption. The strategy sets out a roadmap to harness AI’s transformative potential across critical sectors, thus expanding digital infrastructure, strengthening data ecosystems, and promoting localized AI research and innovation to support sustainable development and service delivery goals.
- Kenya’s legal and regulatory framework for digital transformation includes the Computer Misuse and Cybercrimes Act, 2018, which provides a comprehensive basis for fighting cybercrime, protecting computer systems, and enabling effective investigation and prosecution of offences such as unauthorized access and data interference.
- Complementing this, the Data Protection Act, 2019 governs the handling, processing, and protection of personal data and entrenches privacy rights, imposing obligations on data controllers and processors to safeguard data and notify breaches.

This partnership aligns with KSG’s mission to empower leaders with future-ready skills that support national development priorities.”

Huawei’s engagement with KSG builds on a sustained commitment to digital skilling and ICT capacity building in Kenya. Huawei has partnered with Kenyan state agencies including the Ministry of Interior and National Coordination and the National Computer and Cybercrimes Co-ordination Committee (NC4) to deliver training that equips public servants with advanced cybersecurity and digital skills to counter evolving cyber threats.
The initiatives align with national efforts to strengthen cybersecurity resilience across government systems and services and to date, over 400 government officers have been trained since its inception.

The proposed partnership also complements Kenya’s National AI Strategy 2025–2030, which emphasizes public sector AI adoption and capacity building as key enablers of economic growth, innovation, and service efficiency.
A priority outcome of the Huawei–KSG collaboration will be to integrate practical applications of AI and cloud technologies into KSG’s executive development programs, positioning Kenya’s public workforce at the forefront of digital transformation.
This strategic engagement represents an important step toward strengthening partnerships that support national ICT priorities, enhance public sector performance, and build a digitally skilled leadership cadre capable of driving Kenya’s socio-economic transformation.
